7.1 Global Capacity Building Initiatives
Parties’ engagement with carbon market capacity building activities can impact global, regional, and national readiness to implement Article 6. Parties are engaging with carbon markets in light of their national contexts and climate commitments, leading to varied participation and program types. Activity was analyzed across 90 Parties and includes engagement with United Nations agencies, multilateral development banks, regional organizations, international/non-governmental organizations, and government initiatives relevant to Article 6 carbon markets.

Parties are a member of a median of three carbon market capacity building initiatives. All Parties analyzed are a member of at least one initiative.
The findings suggest that most Parties have limited engagement with carbon market capacity building, while a few Parties are highly engaged. Although Parties are members of a median of three capacity building initiatives, this does not necessarily indicate active engagement. Active engagement and participation in initiatives may be reduced.
7.2 Regional Capacity Building Landscape
Of the Parties analyzed, Parties in Africa are a member of a median of 5 initiatives per Party. Oceania demonstrates limited engagement, with a median of 2.5 initiatives per Party.
Depending on Parties’ interests in engaging with carbon markets and implementing Article 6, the findings suggest a greater need for meaningful capacity building engagement in all regions. Oceania may have the greatest potential for additional capacity building efforts to have a substantial impact.

At least 38 organizations are engaged with carbon market development, collectively supporting over 68 different capacity building initiatives across the 90 Parties.
As interest in carbon markets and Article 6 engagement increases, the number of organizations and initiatives supporting capacity building is likewise increasing. The findings suggest a growing need for capacity building support and efforts to meet demand. However, fragmentation and duplication of capacity building efforts may become a key challenge facing cohesive and efficient capacity building support. Developing a mutual understanding of the existing initiatives by implementing organizations may support effective capacity building efforts. A capacity building coordination platform may be a key strategy to reduce emerging challenges.
